Eventscripts: 11.natgw $CTDB_NATGW_PUBLIC_IP splitting optimisation

$CTDB_NATGW_PUBLIC_IP can be split into $_ip and $_maskbits without
forking lots of processes.

Also "local" isn't supported by POSIX.
